action taken so far in this direction is

contained in a letter dated the 25th. June,

1918, from Mr. E. T. Villiams to the Colonial

Office submitting a letter from the National

Electric Construction Company Ltd., but that

Company cannot be regarded as satisfying the

requirements of the Government. In order that

the Government may have some guarantee that

the work of construction will be commenced and

carried on expeditiously it will be necessary

for the promoters to deposit, at the time of

signing the Agreement, security to the extent

of 250,000 either in cash or approved title deeds, the security to be forfeited in the

event of the tramway not being constructed and

in working order within the time specified in

the Agreement.

(b). In clause 27 of the Agrement a portion of the

tidal flat at Aberdeen must be surrendered in

order to form a typhoon refuge for small

craft, and an equivalent area of land will be

granted. This has already been agreed to.

(c). Clause 30 of the Agreement must be omitted.

Since the Agreement was drawn up the Govern-

-ment has constructed a road along the coast varying from 16 to 25 feet in width which forms part of the road round the island of Hongkong and it would not be in the public interest to grant any exclusive right to the promoters to run a public service of motor or railless trolly care, is a set off to this the

Government will not call upon the promoters

to pay the sum of £30,000 towards the cost of widening the road, or any part of such sum.
